Although versions of MicroStation from V8 forward use level names, Intergarph's 
ISDC continued to use the level number to identify levels.  

For this reason levels 16072 - 16079 in the Photogrammetry_Levels.dgnlib should 
never be renumbered.  The level number and name for these levels are shown below.
